Part-time living and compulsory residence in rural areas. Regulating an increasing rural municipality phenomenon

2025

Part-time use of year-round housing is on the rise and is a phenomenon linked to rural municipalities in Denmark. To date, it has gone under the radar in terms of quantitative distribution, geographical distribution and the approach of rural municipalities to regulation. Part-time use is unevenly distributed between rural municipalities and is concentrated where there is a large tourism activity.

The residence requirement is a special Danish planning tool that has not previously been systematically investigated and elucidated in a rural context. The project analyses the effects of a wave of dissolution of residence requirements that swept across Denmark's rural municipalities following the financial crisis, the flex-home scheme and the ceasing of requirements for year-round use of housing
